Food Safety System

In Serbia, the HACCP system (Codex Alimentarius Commission, CAC/RCP 1-1969, Rev. 2003, 2020) became mandatory in 2009 with the adoption of the Food Safety Law (“Official Gazette of RS”, No. 41/09; 17/19) for all entities engaged in food production and preparation. The most recent revision of the HACCP system was published in 2020, introducing updated requirements and more precise rules.

Why HACCP?

Behind every quality and safe product stands the responsibility of the producer. The HACCP system ensures that this responsibility is put into practice through systematic risk management and hazard control at all levels of the production chain—from the reception of raw materials, packaging, and auxiliary materials, through planning and the production process, to packaging and delivery to the end consumer.

The backbone consists of the seven HACCP principles that enable a preventive approach to food safety:

  1. Identification of all potential hazards, analysis of their consequences, and definition of control measures (Principle 1).
  2. Determination of Critical Control Points (CCPs) (Principle 2).
  3. Establishing critical limits for each CCP (Principle 3).
  4. Establishing a monitoring system for each CCP (Principle 4).
  5. Defining corrective and preventive actions for each deviation (Principle 5).
  6. Conducting verification activities (Principle 6).
  7. Maintaining and retaining complete HACCP system documentation (Principle 7).

In this way, HACCP ensures the continuous delivery of safe products, protecting both consumer health and trust.
